On December 7, 2009 Liberal MP John McKay (Scarborough-Guildwood) denounced funding cuts to the faith-based charitable organization KAIROS during question period and demanded to know why Bev Oda, the Minister of International Cooperation, had reached this decision with no warning.

We are in fact in the final hour of debate on second reading and Bill C-300 will go to a vote on the principle of the bill. The need for Corporate Social Responsibility supervision has already been decided... All sides agree, even the government that there is a need for some form of CSR supervision. The debate has moved from should we do something to really how we should do it...

His economic statement was so inflammatory that the 3 Opposition Parties gave serious consideration to a coalition. Panicked, the Prime Minister ran for cover and prorogued Parliament.
